Ukraine Maintains Economic Resilience Despite the War — Key Findings of the New UIIP Research

Despite unprecedented challenges, full-scale war, and large-scale infrastructure destruction, Ukraine continues to demonstrate macroeconomic stability and gradual economic recovery.

This is confirmed by the new “Study on the Current Economic Situation of Ukraine”, conducted by the Ukrainian Institute for International Politics (UIIP) in cooperation with VDI/VDE Innovation + Technik GmbH (Berlin).
The study was carried out within the RIPPLE-d2 initiative with the support of the Ministry of Economic Affairs, Labour and Tourism of Baden-Württemberg and the Interreg Danube Program, under Priority Area 8 of the EU Strategy for the Danube Region.

The report offers an extensive and systemic overview of how the Ukrainian economy functions today under the conditions of war, mass business relocation, and rapidly transforming markets.

The document analyses key trends — from macroeconomic dynamics and labour market developments to the role of SMEs, innovation, and regional differences. Particular attention is paid to how the war reshapes Ukraine’s economic structure, where businesses demonstrate resilience, and where additional support is required.

Key findings include:

  • SMEs provide over 70% of jobs and remain the backbone of the economy — more than 90% of SMEs resumed operations after the first months of the invasion.

  • The role of innovation, digitalisation and emerging cluster initiatives is growing, supported by platforms such as Diia.Business and Ukraine’s active participation in Horizon Europe.

  • Strengthening resilience and expanding cooperation with the EU requires deeper involvement in Interreg, Horizon Europe, and other EU instruments.

  • Smart Specialisation (S3) needs to be more actively implemented across regions to identify innovation priorities and foster stronger cooperation between businesses and research institutions.

  • It is crucial to continue building an ecosystem for investment in recovery, innovation, green energy, R&D, and Ukraine’s integration into global value chains.
