State Fund for Regional Development in Ukraine-2025: challenges and opportunities. Research by UIIP
The Ukrainian Institute for International Politics has presented a new study titled “State Fund for Regional Development in Ukraine. Challenges and Opportunities”. Through our research, we aim to support and promote Ukraine’s integration process into the EU within the framework of Chapter 22.
In August 2025, the Government resumed the work of the State Fund for Regional Development (SFRD), introducing important updates regarding the formation of project selection committees without the participation of MPs and with the involvement of stakeholders.
That is why, in this study, we assessed the current policy on the SFRD, highlighted certain shortcomings that, in our opinion, require further work, analyzed the issue of institutionalization, its advantages and disadvantages, taking into account the experience of other countries, and provided recommendations for Ukrainian public authorities on how to improve this instrument in line with European Union standards, particularly considering the provisions of the “Public Administration Reform” block of the Fundamental Cluster and Chapter 22.
