Ukraine joins the EU4Health Programme

What is this programme about?
EU4Health was adopted in response to the COVID-19 pandemic and to improve crisis preparedness in the EU. The budget of investments in the field of health care for the period 2021-2027 is 5.3 billion euros
 
👉 What does it mean for Ukraine?
🔹 Thanks to the program, Ukraine will be able to receive funding to support the health sector and respond to urgent needs. It will also help in the reconstruction of the country after the war.
🔹EU4Health will help mitigate the damage associated with hostilities, as well as finance Ukrainian public and private projects that will take part in further reconstruction.
🔹Ukraine's accession to EU4Health will make it possible to better prepare Ukraine's healthcare system for European standards and facilitate Ukraine's sectoral integration with the European Union.
Futhermore, during the preparation of future annual work programmes, representatives of Ukraine will participate in political debates with EU member states, which will strengthen cooperation and promote the adoption of necessary measures.
 
👉 Who can benefit from the programme?
State authorities, non-governmental organizations, small and medium-sized businesses will be able to receive funding for health care improvement projects on equal terms with EU member states, Norway and Iceland.
📍 This agreement will have retroactive effect, which will allow Ukraine to be considered a participant on January 1, 2022 and receive immediate funding within the framework of the EU4Health work programme for 2022. Ukraine submitted an official application for participation in the EU4Health programme on September 9, 2021.
 
In general, EU4Health was adopted as a response to COVID-19 and to strengthen crisis preparedness in the EU.
It is the largest program in the field of healthcare, investing more than €5 billion over seven years (2021-2027) to improve healthcare in the EU.
The EU4Health program covers four areas: disease prevention, crisis preparedness, health systems and digital technologies, with a special focus on cancer.

👉 4 general goals and 10 specific goals:
1️⃣ Improve and foster health
• Health promotion and disease prevention, in particular cancer
• International health initiatives and cooperation
2️⃣ Protect people
• Prevention, preparedness and response to cross-border health threats
• Complementing national stockpiling of essential crisis-relevant products
• Establishing a reserve of medical, healthcare and support staff
3️⃣ Access to medicinal products, medical devices and crisis-relevant products
• Ensuring that these products are accessible, available and affordable
4️⃣ Strengthen health systems
• Reinforcing health data, digital tools and services, digital transformation of healthcare
• Enhancing access to healthcare
• Developing and implementing EU health legislation and evidence-based decision making
• Integrated work among national health systems
EU4Health for 2021-2027 is the fourth EU health programme which represents an unprecedented level of the Union's financial commitment in this area.
📌 The programme is implemented through annual work programmes. The first two work programmes have already been adopted, bringing the available funding to more than €1.1 billion (€311.8 million for 2021 and €835.5 million for 2022).
EU4Health is implemented by Member States, NGOs and international organisations, which can apply for EU funding in the form of grants, prizes and procurement, as well as through indirect management by the European Commission and EU executive agencies.
