Post-war reconstruction and development of Ukraine
The National Council for the Recovery of Ukraine from the War has developed a Draft Sections of the Recovery Plan for the post-war reconstruction and development of Ukraine
The plan is to include a list of measures for the post-war recovery and development of Ukraine, proposals for priority reforms and strategic initiatives, a list of legal acts, the adoption and implementation of which are necessary for the effective work and recovery of Ukraine in the war and post-war periods.
The main goal of the Plan is not just the restoration of the destroyed, but the radical transformation of the state into a new European country based on the principles of the green economy.
Smart specialization will play an important role in the recovery process.
Its implementation will contribute to the rapid and high-quality restoration of the housing stock, infrastructure, and at the same time will create conditions for long-term innovative development of the country. The use of smart specialization approaches will ensure the sustainability of regional development in the form of more effective attraction of investments, grants and patronage assistance from partner countries. The Ukrainian institute for International Politics team also contributed to the development of the section.
In particular, in the materials of the working group "Construction, urban planning, modernization of cities and regions of Ukraine", the priorities were the support of innovative startups in priority sectors of the economy, the stimulation of scientific and applied research and commercialization of their results on the basis of smart specialization. The implementation of the mechanism of state financial support for regional development projects, which provide for the development of priority types of economic activity, determined on the basis of smart specialization, taking into account the principles of the "green" economy, is also established.
In total, the Plan consists of 24 chapters. Its implementation is divided into 3 stages:
• a short-term stage, designed for implementation in 2022 – "Everything for victory!";
• medium-term stage of recovery for 2023-2025 - "Recovery, restart of the economy and institutions";
• the modernization stage (strategic), calculated for 2026-2036 - "Structural modernization and full integration into the European Union".
